Great Invents of Guangdong Overseas Construction Group Co., Ltd

(1) Guangdong Overseas Construction Group Co., Ltd, approved by Guangdong Provincial People’s Government, was established in November 15th, 1999, and registered for operation in June, 2000.

(2) The assets recombination of Guangdong International Technology Cooperation and Industrial Group was actualized in December 17th, 2001, and Guangdong Overseas Construction Group Co., Ltd, a subsidiary specialized company began to undertake it’s domestic and international engineering contracting business.

(3) On December 6th , 2001, Mr. Ma Ruixin was appointed to be the Chairman of Guangdong Overseas Construction Group Co., Ltd by Guangdong International Technology Cooperation and Industrial Group.

(4) In December, 2002, Guangzhou Liede Sewage Water Treatment Factory constructed by our group, was awarded with “the First Prize of China Municipal Project” and “Municipal Golden Prize of 2002”.

(5) On January 22nd, 2003, Guangdong Overseas Construction Group Co., Ltd obtained its new qualifications including the first grade for general engineering contracting on building construction, and specialized engineering contracting on foundation and base, ornament and decoration, machinery and electrical equipment installation; the second grade qualification for general contracting of municipal engineering and the third grade qualification for hydroelectric and irrigation works. And thus lays a solid foundation for the group’s business development.

(6) On March 1st, 2003, the group’s 2003 Annual Working Meeting was held in Guangdong Foreign Economic and Trade Building. The Chairman of the Group, Mr. Ma Ruixin brought forward the 2003 management idea to further develop the capital operation business, on the basis of summarizing the exploration practice of capital operation in 2002.

(7) On June 15th, 2003, the group appointed Mr. Liu Kailie as the Deputy General Manager, Mr. Chen Qihe and Ms. Geng Jun as the Assistants to General Manager, further strengthening the organization of the leading group.

(8) On July 28th, 2003, the Overseas Group was authorized by the Ministry of Commerce to obtain the qualification for import & export and foreign economic cooperation. And that was essential for developing its business of foreign economic cooperation & trade.

(9) On October 13th, 2003, the Overseas Group won the bid of Phase Ⅰof Xinghai Conservatory of Music in Guangzhou University Town. The total project cost is 180 million RMB, and the commenced working ceremony was held on October 26th.

(10) On November 8th, 2003, our Group and Vietnam Beihtien Company signed the Frame Agreement to establish Vietnam-China International Construction & Design Consulting Co., Ltd in Hochiminh city, Vietnam. It was an important step for the Overseas Group to implement the strategy of going abroad.

(11) On December 11th, 2003, the registered capital of the Overseas Group was increased to 100 million RMB, which indicates the obvious strengthening of the Overseas Group’s economic strength, further enhancement of its business development ability.

(12) On December 22th, 2003, the signature and BOT project starting ceremony of Gaoming Sewage Water Treatment Plant was held in Foshan. It’s the first time in Guangdong province that a construction company invests the provincial environment-protect industry by BOT mode. And the project investment cost is 120 million RMB.

(13) On December 28th, 2003, the foundation ceremony of Binzhou Yellow River Railway/Highway Bridge which invested by Overseas Group and Shandong Binzhou government with BOT mode was held in Shandong. The total investment cost of this project is about 950 million RMB, and it’s the largest investment project of our group up to now.

(14) On March 27th, 2004, the 2004 Annual Working Meeting of our group was held in Guangzhou Phenix City. During the meeting, we set up our short, medium and long-term development plan, put forward a strategy target to develop our Overseas Group into an intensive, diversified and transnational group. The short-term development target is to undertake the investment in the fields of public industry, infrastructure, real estate development and etc., to actualize the share transfer, and enable its subsidiary company to be the listed company in Hong Kong or Singapore stock market within 2 to 3 years. The medium target is to build the Overseas Group into a top-grade general engineering contracting company and trans-industry investment group within 3 to 6 years. The long-term development plan is to be a large and comprehensive multinational enterprise with excellent influence and reputation in and out of China within 6 to 10 years.

(15) On July 1st, 2004, our group won the bid of Phase Ⅱ of Guangdong Foreign Language & Foreign Trade University in Guangzhou University Town. The total project cost is about 230 million RMB.

(16) On Augest 3rd, 2004, the new leading group was established: Mr. Ma Ruixin was appointed to be the Chairman of the Board and the Secretary of the Party Committee. Mr. Yan Yongnian was appointed to be the Director, the Commissioner of the Party Committee and the Deputy General Manager, Mr. Liang Qirong was appointed to be the Director,Vice Secretary of the Party Committee and the Secretary of the Discipline Committee. Mr. Lu Bin was appointed to be the Commissioner of the Party Committee and the Deputy General Manager, Mr. Chen Qihe and Ms. Gen Jun were appointed to be the Deputy General Manager.

(17) On Augest 20th, 2004, the Overseas Group was authorized by the Ministry of Commerce with qualification of Grade A for economic-aid projects to foreign countries. It lays a solid foundation to develop the business of the group for foreign economic cooperations.

(18) The construction Headquarters of Guangzhou University Town awarded our Group with “Construction Golden Prize of Phase Ⅰof Guangzhou University Town” in November 2004, and “The Advanced Construction Unit of Guangdong Province” by Guangdong Provincl Personnel Bureau and Construction Bureau in December 2004.

(19)On December 2004, the teaching building, library, Fengyu playground, music instrument exercise rooms, the rehearsal & teaching building and the students’dormitory of Phase Ⅰof Xinghai Conservatory of Music in Guangzhou University Town were awarded with “Safety and Civilization Sample Construction Site”.

(20) On January 26th, 2005, the Overseas Group was awarded with “Guangzhou Safety Advanced Unit” by Guangzhou Municipal Government.

(21) On January 27th to 28th, 2005, the 2005 Annual Working Meeting of our group was held in Guangzhou Panyu Lijiangmingzhu Restaurant. During the meeting, the Chairman and Party Secretary, Mr. Ma Ruixin made a report on the subject of “Improving the Operation, Strengthening the Management, Accelerating the Business Scale and Economic Benefits”. He also made a summary of the achievement in 2004, and disposed the assignment of 2005.

(22) On February 26th, 2005, the Overseas Group was awarded with “2004 Advanced Unit of Provincial Major Project” by the People’s Government of Guangdong Province.

(23) On June 27th, 2005, the Meeting of Keeping Advance of Communist Party Members and Citing the Advanced Employees was held by Xinguang International Group. The Overseas Group was cited for “the Advanced Grass Party Organization”, Mr. Liang Qirong, the deputy SEC was cited for “Excellent Party Organizer”, Mr. Chen Shuzhang was cited for “Excellent Party Member”.

(24) On July 28th, in the Establishment ceremony of the CCCP 84th Anniversary and Citing the Advanced Meeting held by the National Assets Committee of Guangdong Province, the Overseas Group was cited for the title of “the Advanced Party Organization” and Mr. Ma Ruixin, the Chairman and Secretary of the Party Committee was cited for the title of “Excellent Party Member”.

(25) On July 19th, 2005, the 2005 Midyear Management Meeting was held in Guangzhou Tianhe Mansion. We summarized the achievements in the first half-year, and required all our staffs to keep push, quicken our step to develop the foreign economic business and strive for getting great achievements especially in economic-aid projects abroad on basis of analysing the inside and outside conditions.

(26) On September, 19th, 2005, awarded by Guangdong Provincial Science Center and Guangdong Provincial Bidding Centre, the Overseas Group won the bid of “Mechanical & Electrical Equipment Installation Project of Guangdong Science Center”. This is another equipment installation project undertaken by our group after the Mechanical and Electrical Installation Project of Guangdong Foreign Language & Trade University In University Town and it’s also another provincial major project after the Phase Ⅰ of Xnghai Conservatory of Music and Phase Ⅱof Guangdong Foreign Language & Trade University in Guangzhou University Town.

(27) On September 23rd, 2005, the Gaoming Sewage Water Treatment Plant successfully passed the environment-protection acceptance check organized by the Environment-Protection Bureau of Guangdong Province and was formally put into operation.

(28) On November 7th, 2005, through the strict review, the teaching building, library, Fengyu playground, music instrument exercise rooms and the students’dormitory of Phase Ⅰof Xinghai Conservatory of Music in Guangzhou University Town were all awarded with “2005 Excellent Sample Project of Guangzhou”. It’s the year that the Overseas Group gained the maximum prizes of Excellent Sample Project of Guangzhou.

(29) On November 14th, 2005, the Overseas Group won the bid of “Chaozhou Culture Study and Educative Popularization Centre”. This project’s total investment cost is about 120 million RMB. As a major construction project in Chaozhou, it will be the symbol building of the city after its completion.

(30) On January 20th, 2005, the Overseas Group’s 2006 Working Meeting was held in Guangzhou. Mr. Ma Ruixin, Chairman of the Board reviewed the achievements and experiences of the first leaping-development and disposed the plan of the second leaping-development. The general idea is to follow the going-abroad strategy implemented by the Central and Provincial People’s government, seize the opportunity to support the enterprise for the development of foreign economic cooperation, so as to accomplish our mid-term development target and accelerate the healthy and harmonious progress of the group.

(31) On February 2006, the rehearsal & teaching building, library, Fengyu playground, music instrument exercise rooms and the students’dormitory of the phase Ⅰ of Xinghai Conservatory of Music in Guangzhou University Town were all awarded with “2005 Excellent Sample Project of Guangdong Province”. It was the first time we got the prize of “the Provincial Excellent Sample Project ” since the establishment of our group.

(32) On April 7th, 2006, Mr. Ma Ruixin, the Chairman of the Board signed six of framework agreements with the Minister of Yemen Communication, Information and technology, Mr. Marik, also the Chairman of China-Yemen Mixed Committee on Al Saleh Medical City Project, Oil Products Strategic-Storage Project, Mokaha Port Additional Berth Project, Aden & Hodeiddah Port Additional Berth Project, Officers Housing Project and Oil Pipe Line Project. The total investment cost is about 300 million US dollars. It is the new achievement of implementing the going-abroad strategy and developing the engineering contracting market in Yemen.
